- 1/2 cup heavy cream
- 1/3 cup white chocolate chips
- 3 tablespoons unsweetened cocoa powder
- 3 tablespoons granulated sugar
- 1/4 teaspoon vanilla extract
- 1/8 teaspoon salt
- 4-6 drops blue food coloring (adjust for desired shade)
For the Frosty Topping:
- 1 cup heavy cream
- 2 tablespoons powdered sugar
- 1/2 teaspoon vanilla extract
- Mini marshmallows
- White chocolate shavings or coconut flakes
- Optional: edible silver glitter
Instructions

Prepare the Cocoa Base
- In a medium saucepan, heat milk and cream over medium-low heat until steaming (don’t boil).
- In a small bowl, whisk together cocoa powder, sugar, and salt to break up any lumps.
- Add the cocoa mixture to the warm milk, whisking constantly to prevent lumps.
- Add white chocolate chips and whisk until completely melted and smooth.
- Remove from heat and stir in vanilla extract.
- Add blue food coloring drop by drop, whisking after each addition until you achieve your desired frosty blue shade.
Make the Frosty Topping
- In a chilled bowl, whip heavy cream, powdered sugar, and vanilla extract until soft peaks form.
- Don’t overwhip – you want it fluffy like snow clouds.
Serve
- Pour the blue cocoa into mugs, leaving room at the top.
- Top generously with the whipped cream.
- Garnish with mini marshmallows, white chocolate shavings, or coconut flakes.
- For extra magic, dust lightly with edible silver glitter.
Tips
- For a deeper blue color, use gel food coloring instead of liquid
- Make it extra creamy by using half-and-half instead of regular milk
- For adults, add a splash of peppermint schnapps or vanilla vodka
- Serve in clear glass mugs to show off the beautiful blue color
