Preheat your oven to 350°F (175°C). Line a baking sheet with parchment paper.

In a large bowl, cream together butter and sugar until light and fluffy. Beat in eggs and vanilla.

In a separate bowl, whisk together flour, cocoa powder, baking powder, and salt. Gradually mix into the creamed mixture. Fold in chocolate chips.

Drop tablespoons of dough onto the prepared baking sheet. Bake for 10-12 minutes or until set. Cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.

For the frosting, whisk together powdered sugar, cocoa powder, and enough milk to reach a spreadable consistency. Spread frosting over cooled cookies.

Sprinkle with rainbow candy-coated chocolate chips.
